Known first as “The Town House” the building that houses the Hallowell Fire
Department is one of the oldest structures being used for this purpose in the country. The building, with its hose tower and weather vane is one of the City’s the most recognizable landmarks and for that reason was chosen for this year’s Hallowell ornament. The delightful decoration is the fifth created by China Village artist Paula Stevens.
Paula’s love of early American painting and folk art allows her to incorporate styles and techniques of the past to develop her decorative art. Each ornament is carefully hand-painted in exquisite detail. Seventy-five have been commissioned, with half scheduled to be delivered before the holidays and the remainder shortly after the first of the year.
The Town House Hallowell ornament can be seen and ordered at Water Street Mercantile, 136 Water St. and at the Hallowell Antique Mall 191 Water St. in Hallowell . A deposit is required with every order. The 2008 ornament showing the Old South Congregational Church may be purchased there as well. The Town House ornament is also available by sending a check for $49.00, plus $5.00 for postage and handling, to Hallowell Area Board of Trade PO Box 246, Hallowell, ME 04347. Proceeds from the sale helps the Board of Trade promote and sponsor many of the city’s celebrations.
The Town House was built in 1828 and served as municipal offices, school, jail and community center. Sunday School programs were offered here as well as concerts, dances, roller skating and other events. The Hallowell Lyceum, an education and entertainment forum, met here as well.
An exciting new invention destined to connect the nation in unimagined ways was introduced to the city in an 1832 Town House lecture by Mr. Merrick. A schedule of 1853 presentations showed a long list of notables including Ralph Waldo Emerson, Wendell Phillips, Oliver Wendell Holmes, Richard Henry Dana and women’s rights advocate, Lucy Stone.
Hallowell’s new City Hall was completed in 1898 and the Fire Department moved into its new Second Street home and has served the community at this location ever since. The Fire Department boasts one of the finest collections of antique fire fighting equipment in Maine. The collection and the history of the fire department is one of the exhibits being developed as part of the Historic Hallowell project.

‘SCARECROW CITY’ ~ SATURDAY OCTOBER 17th, 2009
Every autumn, an annual time of reflection and gratitude for the harvest, Hallowell, Maine celebrates our community’s own abundance of resources: our rich history and heritage, our creative talents, and the natural beauty and recreational opportunities that surround us. Come join the celebration and be part of our own tradition!
NOTE: The scarecrow contest is free and open to all—you need not live or work in Hallowell to enter. Scarecrow entries must be registered to be eligible for prizes. Deadline to register is 5pm Thursday, October 15th. Entry form and info available at various downtown venues including Dom’s Barber Shop, City Hall, Boynton’s, Slates Bakery, and the Harlow Gallery; or online at www.hallowell.org.
Dom’s Barber Shop is the polling place Friday from noon to 7pm and Saturday from 8am to 1pm; then voting shifts next door to the Harlow Gallery on Saturday afternoon till 6pm and Sunday from noon to 4pm. You can also view snapshots of the scarecrows and vote at the Candidates’ Forum at City Hall. Votes will be tallied and winners announced the following week, in all categories— People’s Choice, as well as those judged ‘Best in Show’ and “I Made It Myself’’. Events are free unless otherwise noted.
By noon Friday October 16th: All scarecrow entries must be in place – voting begins.

Hear from mayoral contestants Dot Mithee and Charlotte Warren; and city councilor-at-large candidates Ed Cervone and Christy Cross, in a Q&A forum.
7pm Riverside community bonfire & drumming at the waterfront by the north end of Water Street. Drummers of all levels are invited to bring your drums and participate! Featuring a special performance by Hall-Dale Japanese drumming students, who will coach anyone who would like to try the drums afterwards. [weather permitting: bonfire will be postponed to Sunday evening in case of rain or high winds]
7pm ‘Party with the Stars’ – John Meader of Northern Stars Planetarium will offer glimpses of the autumn stars and planets through his high-powered telescopes, on the boardwalk. An unforgettable experience for young and old! [weather permitting]

With your help, Hallowell will once again be transformed into ‘Scarecrow City’ for the Fall Harvest Festival. Scarecrows will be found in store windows and doorways, on benches, lampposts, inside and outside public places all over downtown and at Hallowell residences. We’d like to see scarecrows everywhere! CATEGORIES: Best in Show, “I Made It Myself”

d under) and People’s Choice. A panel of judges will determine winners in the first two categories. On October 17th, ballots may be cast (as many and as often as you like!) for your People’s Choice favorite(s). Don’t forget to bring nickels to vote—all proceeds support the Fall Festival!
PRIZES: Prizes, awarded in each category, will consist of “Hallowell Bucks” redeemable for goods and services at Hallowell Board of Trade businesses. First, Second and Third place winners for Best in Show and People’s Choice will receive $50, $30 and $20 in Hallowell Bucks. The five top entries in the kids’
“I Made It Myself’ category will each be awarded $20 in Hallowell Bucks.
HOW TO PARTICIPATE: Register (see below) to be eligible for prizes. Create your scarecrow using your own recycled odds and ends and your imagination. It may be standing, sitting or otherwise securely attached to your assigned location. Set up your scarecrow anytime between Fri., Oct. 9 and noontime Fri., Oct. 16.
HOW TO REGISTER: To be assigned a scarecrow location and to be eligible for prizes, all entries must be registered by no later than 12 noon on October 15th at Dom’s Barber Shop. There is no fee to enter the contest. After you submit a completed registration form (below), you will receive an ID tag to complete and place in a visible location on the scarecrow itself. Please fill in the registration form below and drop it off at or mail it to Dom’s Barber Shop, 156 Water Street, Hallowell, Maine 04347.
LOCATIONS: We will do our best to accommodate your request for your preferred set-up location, if you have one; or we will choose a spot for you. Your registered scarecrow will be added to the location map and photo display for the public to view and vote on October 17th.
JUDGING: To be eligible, registered entries must be set up no later than NOON Friday, Oct. 16. They will be judged in the categories above.
Whether it is selected as a winner or not, your scarecrow may be featured in news media and future Fall Festival promotional material. Winners will be announced during the week following the festival. All contest participants must agree to take down their scarecrows anytime after the Fall Festival but no later than Sunday, November 8th.
You can create and enter as many scarecrows as you wish. Individuals, families, classes, businesses and organizations are welcome to join in the fun! For more information, please call 622-1350.

Preamble: The Hallowell Area Board of Trade is a non-profit organization established to further the interests of businesses, organizations and persons conducting business or promoting business in the City of Hallowell. The Board of Trade intends to work for the prosperity of Hallowell and for the mutual benefits of its members. To further these aims, it will engage in activities deemed appropriate and permitted by the laws of its municipalities and the state of Maine.
ARTICLE I MEMBERSHIP
Section 1 – Any business, organization or person may become a member upon payment of annual dues as provided in Section 3, without regard to race, creed, age, color, religion, disability or sexual orientation.
Section 2 – Rights of Members. All members may attend, speak, and vote all membership meetings of HABOT, including but not limited to the HABOT Annual Meeting, and may attend and speak at any meeting of the HABOT Board of Directors. At any membership meeting where a 10% quorum of members is present, a majority of members may approve, at the meeting, addition of items to the agenda for such meeting.
Section 3 – Annual fees to be paid by each member will be determined by the Board of Directors and approved by the members at the Annual Meeting, and will remain in affect until altered. Members may terminate their membership upon written notice to HABOT or for non-payment of dues. The business year of the organization is October through September. Dues are due October 31 of each year.
Section 4 – Annual Meeting. The annual meeting of HABOT will be scheduled during the first quarter of each year at such a time and place as shall be determined by the Board of Directors, following at least a fifteen (15) day written notice of the membership. The notice shall contain a proposed agenda.
Section 5. Regular meetings. The Executive Committee may establish a schedule of regular membership meetings. There shall be no less than four membership meetings per year.
Section 6 – Special Meetings. Special meetings shall be called with appropriate notice by the President acting for the Board and by the President with a petition signed by 10% of the general membership.
Section 7 – Elections. The Members, voting at an Annual Meeting, will elect the officers of HABOT, who shall serve as members of the Board of Directors; and thereafter, elect such a number of Directors as will complete the authorized Board of Directors.
Section 8 – Quorums. At all membership meetings of HABOT, business can be conducted only if 10% of the Members are present. There shall be no proxies allowed for fixing the quorum or for voting.
ARTICLE II BOARD OF DIRECTORS
Section 1 – Authority. The business and property of HABOT shall be managed and controlled by a Board of Directors.
Section 2. Number and Qualification. Directors shall be members of HABOT in good standing, shall include the elected officers, and the immediate Past President, and shall not number less than five (5) and not more than eleven (11).
Section 3 – Terms of Office and Mode of Election – Directors are elected for terms of one and two years and may succeed themselves.
Section 4 – Meetings of the Board. The Board shall meet no less than Quarterly at such time and place as the President may direct with appropriate notice. Each item for consideration should be in the agenda to be sent a specified number of days prior to the next meeting. A quorum shall constitute no less than a majority of the Directors. A simple majority is required for a passing vote. Proxies shall be allowed for fixing the quorum and for voting.
Section 5 – Vacancies. Vacancies on the Board shall be filled on an interim basis by the Board until the next Annual Meeting.
ARTICLE III OFFICERS
Section 1 – Number. The officers of HABOT shall consist of President, Vice President, Secretary and Treasurer.
Section 2 – Election. The officers will be elected at an Annual Meeting from among the Members of HABOT from nominations from the floor for a term of one (1) year or until replaced or the office is vacated.
ARTICLE IV DUTIES OF THE OFFICERS
Each officer shall serve on at least one standing committee.
Section 1. – President. The President will preside at all meetings of the Board of directors and the membership. He/she is the Chief Executive Officer of HABOT and is empowered to perform all acts and duties customarily ascribed to that office. He/she is responsible for preparing a preliminary agenda for all meetings. He/she will also act as chairman of the Executive Committee. He/she is approved to sign checks in the absence of the treasurer.
Section 2 – Vice President. The Vice President shall perform such duties as the President and the Board may direct. In the absence of the President, he/she shall perform the duties of the President.
Section 3 Secretary. The Secretary will keep the Minutes of all meetings and will send the minutes to all members. He/she is charged with preserving and storing all records of HABOT, with making minutes available to all members, and notifying members of all meetings. Under the direction of the Board and the supervision of the President, he/she is empowered to perform all the legal acts, sign all legal documents other than checks, and make all reports on behalf of HABOT.
Section 4 – Treasurer. The Treasurer will maintain the accounts of HABOT, issue checks, and will submit financial reports required by the Board or the President.
ARTICLE V STANDING COMMITTEES
Section 1 – Number, Qualifications and Authority. The Standing committees shall be the Executive, Membership, Marketing, Liaison, and Parking Committee. Chairmen of the Membership, Marketing, Liaison and Parking Committees will be appointed annually by the President and they will report to him and to the Board as required. Should any chairman be unable to perform their duties, the President is authorized to replace that person. Except for the Executive Committee, no committee is authorized to take final action on any issue under considered by that committee. Each Committee is authorized to take action on all issues under time constraints unless they will require a vote of the General Membership.
Section 2 – Executive Committee. The Executive Committee will consist of the Officers and one other member of the Board of Directors. The President will be its chairman and will prepare the agenda for the meetings, which will be held at such time and place as may be determined. Actions of the Committee must be reported to the next meeting of the Directors and affirmed by the Board.
Section3 – Parking Committee. This Committee shall study, prepare reports and make recommendations on the parking and sidewalk needs of the businesses and residential communities of Hallowell.
Section 4 – Marketing Committee. This Committee will plan and develop the marketing, publicity and special events of HABOT, subject to the approval of the Board. It may also be assigned by the Board responsibility for implementing these plans.
Section 5 – Membership Committee. This committee is responsible for obtaining such information as the Board may direct in connection with the membership; shall develop and implement, with the approval of the board, member recruiting strategies.
Section 6 – Liaison Committee. This Committee will maintain a liaison with the Hallowell city council, the Hallowell Water district, the Kennebec Valley Chamber of Commerce and other appropriate governmental and civic organizations to keep abreast of Pending Action that will bear on the activities and goals of HABOT. Under the guidance of the Board and the membership, it will also assist in the development of proposed activities, ordinances and other political action that will further the objectives of these goals.
Section 7 – Ad Hoc committee. The President may, from time to time, appoint special committees to study, respond to or take action on the projects that are not within the scope of the other committee responsibilities.
ARTICLE VI AMENDMENTS TO THE BY-LAWS
These By-Laws may be amended by the approval of two thirds (66%) of the Members present at a meeting called for the purpose, after due notice.
